I was curious about this, so I went and figured it out and figured I would share.
Samantha has 16 outfits, Molly has 14, Addy has 11, Kit has 10, Kirsten and Felicity both have 9, Josefina has 7, Elizabeth has 6, Kaya has 5 and Nellie has 4.

I may be wrong, but I don't count the Dresses of today outfits. They are not historical for the dolls. (You also forgot to add the meet dress to each doll.)
Which leaves poor Kaya with only 2 outfits. Her meet and dearskin and accessories. Kaya does have great accessories. I guess Indians slept in the buff and that is why Kaya does not have any pjs. (I think she needs some. She is the only historical doll with out jps.)
Nellie has three dresses, pjs and a coat. This girl is lacking major big time with both clothes and accessories.
Both Kirsten, Addy and Felicity has seen many of their outfits retired. Molly has had one or two dresses retired. I am not sure if they are coming out with Route 66 outfit again or not. There has been talk both ways.

But any way you count it takes a lot of money to complete the doll collections. I am working on getting Kit's Accessories. Just can't do it all at once. So each month she gets a item or two.

Not having the meet dress, doesn't skew the count, because each doll has one, however, I didn't put them in because these are all the dresses AG currently has on sale. I don't know if you can get the meet dresses as replacement parts, but they aren't, to me, dresses for sale, they come on the doll.
I didn't take retirements into account because I was only doing current outfits- basically I wanted to see what I had left to complete my collections, before going to ebay to buy the things I 'missed' (If i choose to do so)
but you're right, there is more than one way to look at this list- my take was to go to the AG website and go to "outfits" for historicals, and then do by character lists from there.
I really hope Kaya gets some new clothes! Better yet a movie, her books were so interesting. Plus I feel like were neglecting her because her collection is so small....
